• 2020 Senior Advisor PRODEGE-MEEUD (Ministry of education, university teaching and sports) Malabo, Equatorial Guinea
Provide technical assistance to PRODEGE-MEEUD activities and work with SIME technicians to give continuity to the production of the 2018-2019 Statistical Yearbook.
Joint work with the SIME and PRODEGE-MEEUD team to ensure the collection of pending School Censuses and the processing of data from the 2018-2019 Census to produce the Statistical Yearbook for the current school year. Supervise the distribution of enrollment records and the 2019-2020 School Census.
• 2016 - 2019 Senior Technical Advisor Program for Education Development of Equatorial Guinea (PRODEGE) HESS/Kosmos-Trident Corporation and National Government of Equatorial Guinea FHI 360, Malabo, Equatorial Guinea
Working as EMIS Technical Advisor and coordinating with the counterpart team of the ministry of education improved education information management systems (EMIS) through which educational data is made available in the country on an annual basis and is gradually used in education sector management.
In 2017 Eduardo was promoted from EMIS Technical Advisor to EMIS Technical Advisor & Malabo Sub-Office Supervisor, in addition to original EMIS programmatic role and job description, as well as the joint technical responsibilities requiring close coordination and collaboration with other program components, Eduardo’s additional responsibilities include office administration, management and oversight including:
• Close coordination with the Deputy Director, Administration (based in Bata), to ensure consistency and efficient support and application of FHI360’s project management and compliance principles.
• Supervising operational planning and improvement of processes to increase efficiency.
• Overseeing procurement processes for the Malabo sub-office, while ensuring compliance with FHI’s procurement policies and thresholds.
• Serving as first signatory approver of: (a) petty cash and operational funds reimbursement requests, (b) vehicle fuel consumption and kilometer logs records, (c) purchase requisition requests for commercial goods and services within the delegated thresholds, including office maintenance and expatriate’s residence maintenance requests, (d) signature of purchase orders and other contractual documents to obligate FHI 360, in accordance to the appointed “Delegation of Authority” (DOA) limit, (e) timesheet records to confirm days worked of PRODEGE staff based in Malabo, including the all technical team members, as well as administration team members.
• Co-supervising (together with the Director of Administration in Bata), the newly created position of “Administration Coordinator” in Malabo.
• Participating in bi-weekly coordination meetings with MEC-PRODEGE, alongside the PRODEGE Project Director in Malabo.
• Represent PRODEGE’s Executive Director in important events in Malabo, in which where institutional representation is required on short notice.
